Important Information-Suspension of PDU Reporting

During the 2022 Legislative session, legislators recognized the heavy burden that the Covid-19 pandemic caused to Oregon's K-12 schools. House Bill (HB) 4030, which addresses educator recruitment and retention, gives the Commission authority to suspend the verification of Professional Development required to renew or reinstate most licenses.

Effective for renewal applications received on 01/01/2022 through 12/31/2023, educators are not required to report Professional Development Units (PDUs) to TSPC to renew or reinstate a license. Those employed in Oregon schools, districts and educational service districts must continue to complete professional development as directed by the employer.

TSPC recognizes the importance continued education has on educational systems and the direct work happening with students. The intent of this bill was not for educators to discontinue seeking out and applying Professional Development to their work. This is a temporary measure intended to reduce a barrier caused by Covid-19 and the extreme educator shortages. The Commission, the public and Oregon's students maintain high standards for licenses educator's professional learning, whether the learning activity results in the awarding of PDUs for purposes of license renewal.

General Information

If your license requires PDUs to renew and you are applying to renew your existing license on 01/01/2022 but before 01/01/2024 you are required to submit only the application and fee*. Submitting verification of PDUs earned and PEER forms to confirm your work experience are encouraged, but your license may be renewed without those items.

How To Renew:

1. From the menu across the top of this webpage, find the link to eLicensing

2. Log into eLicensing with your username (not your email address). If you experience trouble logging in, email online.tspc@tspc.oregon.gov

Once logged in:

3. Go to your Licenses tab

4. There should be a "renew" button next to your current license. If there is, use that. If not, use the "Submit New Application" button. The result is the same either way.

**If you are reinstating an expired license, using the "Submit New Application" button will not charge late fees. Those will be assessed by the Evaluation Staff when they review your application.

All applications are processed by the date they are received. Processing times vary depending on volume of applications received. To check TPSC's current processing date, go to the TSPC Homepage.

PDUs for Renewing

If you wish to submit your PDUs during the suspension window, use one of the following methods:

  • PEER Form: Request from your district; or
  • Official Transcripts: Instructions available on the FAQs webpage; or
  • Submit the PDU Certificate and Log:Fillable PDU Log/Certificate 12-2020.pdf

Applying to Upgrade

The PDU suspension does not apply to the Advanced PDU option for moving from the Preliminary to the Professional Teaching License. Work with your district to submit the Advanced PDU form.

Moving from the Reciprocal to a Preliminary or Professional License


Holders of a Reciprocal License must meet the requirements outlined at the time the Reciprocal License was issued. For teachers, that requirement is most often content knowledge testing. For administrators, that requirement is most often Oregon School Law and Finance.

If you hold a Reciprocal License, follow these instructions to submit the application and fee to apply for a different license type:

2. Log into eLicensing with your username (not your email address). If you experience trouble logging in, email online.tspc@tspc.oregon.gov

3. Once logged in, you'll select "Submit New Application" to request the new license type.
